The Chairman of the National Assembly suggested Exxon and PVN to maintain progress for the Blue Whale gas field

 - On the occasion of working with the European Parliament and the Belgium Kingdom, National Assembly Chairman Vuong Dinh Hue received Mr. Perer Lavoy – The Senior Director of the Asia-Pacific region of Exxon Mobil Group (USA) in Belgium. At the meeting with Mr. Perer Lavoy, the National Assembly Chairman acknowledged the efforts of Exxon in implementing the principle assigning on government guarantee and committing for Blue Whale Gas field and suggested Exxon and Vietnam Oil and Gas Group (PVN) continue close coordinating to maintain the timely progress schedule to take the first gas flow from Blue Whale field by 2024.

The policy of Vietnam in the coming time should be to increased renewable energy and gas power projects and decreased, coal thermal power projects, so Exxon is suggested as soon as possible (after Covid -19 pandemic) to restart the Blue Whale field, Mr. Vuong Dinh Hue emphasized.

Mr. Vuong Dinh Hue also said, at present, the Power Development Planning VIII (PDP VIII) proposed a number of LNG power projects in Hai Phong city, we welcome and support Exxon Mobile to invest in LNG power projects in this city.

As we all know, the Blue Whale Gas – Power project chain has been nearly 2 years behind the original plan. So recently, the Ministry of Industry and Trade (MoIT) asked relevant units to agree on the technical parameters of HOA GSA (underwriting amount, underwriting ability of every plant with its Pmax, Pmin, Ptb, day and night fluctuation, the time to need gas of the power plants).

Especially, the MoIT requested Exxon Mobil to set up the overall implementation schedule of the Blue Whale gas project with the key milestones as Finalizing FDP submission, final investment decision (FID), the plan for the first gas flow at the earliest time (in September 2021). At the same time, MoIT asked the US partner to coordinate with PVN to actively work with the People's Committees of Quang Nam, Quang Ngai provinces, as well as the Natural Resources and Environment, and Transport to solve issues on land leasing, constructing pipelines through Chu Lai airport and exporting condensate through Ky Ha port, etc.
