Vietnam is no doubt the number one emerging PV market in 2019. And it still has great potential. But how solar business opportunities can be explored in this market? How much is it the same or different from northern neighbor China? A summit conference may help figure those questions out.

The Vietnamese government aims to produce 10.7% of electricity from renewable sources by 2030. Vietnam's PV installations reached 13.437GW (ground + roof) in 2020. Vietnam has installed more than 101,939 rooftop solar systems with a total installed capacity of more than 9.3GW as of January 4, 2021, according to the report of Electricity of Vietnam (EVN).  

Explaining an information that, in recent years, many wind and solar projects were initially assigned to Vietnamese investors, but later transferred to Foreign investors to invest, own, manage and operate, Mr. Hoang Tien Dung - Director of Electricity and Renewable Energy Department (Ministry of Industry and Trade) affirmed that transferring all or a part of the investment project is a normal transaction in the market mechanism and is regulated by the Investment Law.

According to forecasts, the wind and solar power sources in Vietnam will increase sharply in the period of 2021-2023 to compensate for the electricity shortage due to delayed thermal power projects and By 2025, the total capacity of these sources will reach over 20,000 MW.

Implementing the direction of the Ministry of Industry and Trade (MOIT) on the comments for the transitional wind and solar power projects, Electricity of Vietnam (EVN) has just issued a document to comment upon "the mechanisms for the transitional and next implemented wind and solar power projects. On the morning of September 22, in Phan Thiet city, Binh Thuan province, Binh Thuan Investment Promotion Conference 2019 took place.

After the conference between the Ministry of Industry and Trade (MOIT), the Electricity of Vietnam (EVN) and the investors of the transitional renewable energy (RE) projects, in May 24 and 25, 2023, MOIT issued 2 documents for guiding to remove deadlock in transitional wind and solar power projects.

The Vietnam Energy Review would like to update the status for accepting documents, negotiating and approving results of electricity prices, signing power purchase agreement (PPA), checking and taking over the transitional renewable energy (RE) projects on the morning of July 26, 2023 by the data of Electricity of Vietnam (EVN) for reader’s reference.

In order to negotiate and agree on the electricity prices of a part of the power project/the whole power project without electricity prices, the Power Trading Company (EVNEPTC) has just sent a written document to request the solar and wind power investors, to check the legal documents of the projects complying with the legal regulations on investment and construction or not. Especially, the evaluating documents of the power system operation units about the absorption ability of the national power system, as well as the ability to release the capacity of the power grid related to the project.

From the results of the international conference "Policies for developing the wind, solar and gas power projects in Vietnam" organized by the Department of Electricity and Renewable Energy - Ministry of Industry and Trade, Scientific Council of Vietnam Energy Magazine at the end of August 2022 in Ho Chi Minh City, the Conference Organizing Committee has reported to the Prime Minister and the Central Economic Commission on mechanisms and policies for developing these power projects in coming time.

On August 30, 2022, in Ho Chi Minh City, the Department of Electricity and Renewable Energy (Ministry of Industry and Trade) in collaboration with the Scientific Council of Vietnam Energy Review, the Energy Information Centre held the International conference with the object "Policies for developing the wind, solar and gas power projects in Vietnam". The conference was divided into three sessions (two morning sessions and one afternoon session).

The Electricity and Renewable Energy Department (Ministry of Industry and Trade - MOIT) has just issued a written document to the Vietnam Energy Association (VEA) on the petition about “Extending the FIT mechanism for the wind and solar power projects” (according to the Paper No. 2040/ PC-VPCP dated December 7, 2020, from the Government Office to the MOIT).
