Strengthen the state management on hydroelectricity

In the Directive, Minister of Industry and Trade asks General Directorate of Energy (GDE) to preside over and coordinate with the people’s committee of provinces and cities to check hydropower planning projects, determinedly stop the hydropower projects which are not effective, not safe or have a bad influence on the flow regime, environments and the life of the people, especially in the Center – High land areas.

GDE to preside over checking and proposing to modify and supplement the legal documents on planning, development investing, quality managing and operating hydropower projects belonging to MOIT to submit Ministry leaders for promulgation; direct the owners of hydropower reservoirs to fairly and sufficiently implement the regulations on operating reservoirs and managing dam safety; check single reservoir operation regulations for modifying, supplementing provisions to fit the specific characteristics of the reservoir, current socio-economic development and conditions in lowlands, ensuring power generation efficiency, water supply for lowlands in dry season and flood cut/reduce/slow down flood in rainy season.

Department of Science and Technology to preside over and coordinate with GDE, Industrial Safety Technologies and Environment Agency and relevant ministries, sectors to perfect the technical standard and code systems on hydropower projects; and with relevant agencies of Ministry of Natural Resources and Environment (MNRE) to set the standards and codes on surveying hydro-meteorology for operating reservoirs.

Industrial Safety Technologies and Environment Agency to preside over and coordinate with relevant agencies of Ministry of Agriculture and Rural Development (MARD), and Central Steering Committee for Disaster Prevention and Control to check legal documents on dam safety for ministry’s leaders to ask competence agencies to modify and supplement for fitting the practical situations; and with GDE, Electricity Regulatory Agency (ERAV) and functional agencies of MARD, MNRE for giving introductions on commanding and operating reservoirs, and managing dam safety…

ERAV to check, supervise and speed up the owners of the hydropower dams to carry out replacing forestation in accordance with the laws and direction of the government and Prime Minister. ERAV to check and supervise guaranteeing minimum flow and regulating water supply for lowlands according to the regulations…, maintaining the conditions of electricity activity licenses for hydropower project investors and strictly handling investors which do not carry out replacing forestation.

The Provincial Departments of Industry and Trade (DOIT) to strengthen state management activity on planning, quality of the projects and operating hydropower reservoirs according to competence; propagate and guide the owners of the hydropower reservoirs belonging to their management to fairly and sufficiently implement regulations on hydropower reservoir operation and dam safety management..

The owners of hydropower dams to fairly and sufficiently implement legal regulations on hydropower reservoir operation and dam safety management.

GDE is responsible to coordinate with the relevant agencies to set a draft report of MOIT in accordance with requirement of the Prime Minister in Express Telegram No 301/CD-TTg and submit it to the Minister before 23/6/2017.

Industrial Safety Technologies and Environment Agency is the clue in coordination with relevant agencies of MOIT to guide, check, and supervise and speed up implementing this Directive.
