The inter-reservoir operational process on Dong Nai river basin

  According to the direction of the Prime Minister, all of the reservoirs on Dong Nai river basin as Thac Mo, Don, Srok Phu Mieng, Phuoc Hoa, Don Duong, Dai Ninh, Dong Nai 2, Dong Nai 3 and Dong Nai 4, Dak R'Tih, Dong Nai 5, Tri An, Ham Thuan and Da Mi, Dau Tieng and Ta Pao spillway...must be operated in prior order.

Concretely, to guarantee absolute safety for Dai Ninh hydropower plant during annual flood season by not to let the water level of the reservoir exceed the controlling  floodwater level of all the floods less than or equal to the probable maximum flood (PMF) with a peak flow of 11,000 m3/s; Ham Thuan hydropower plant by not to let the water level of its reservoir exceed the controlling floodwater of all floods with a probability less than or equal to 0.05% (2000 -year flood); contribute to reduce floods for downstream area; ensure safety for projects, a minimal flow on the river, minimal demand for water in the lowlands and power generation effect, in the dry season. 

Reservoir operation principle for reducing downstream floods is not to use the reservoir capacity part from the nominal water level to controlling floodwater level or reinforcing water level for flood regulation when water discharge valve gates in a not fully open state, except for Dau Tieng lake and other special cases, operation principle decided by the Prime Minister, or the Chief of the Central Steering Committee for the disaster prevention.

When operating reservoirs for reducing downstream floods, it is necessary to comply with the stipulations on the methods for  closing and opening water discharging valves issued by the competent authority with a guarantee for not causing the  artificial, sudden and  unusual floods, that directly threaten the lives and property of the people along the river and in the reservoir lowlands.

During the flood season, but when the reservoirs do not participate in operation to reduce downstream floods, their water level must not exceed the highest water level stipulated before the flood, except the water storage case at the end of the flood season.

In operating process it is necessary regularly to follow, update information on the weather, rainfall, floods; water levels at hydrological stations, flood-tide time; water level, coming flow to the reservoir and the newsletters on next time forecasts to operate, regulate for agreeing the actual situations.

When finishing the process for downstream flood reduction, it is necessary to put the water level of reservoirs gradually back to the water level before the flood water, except the case for the water storage at the end of the flood season.
