Approving the coal price framework, electricity generation prices from the coal power and HPPs in 2023

 - The Minister of Industry and Trade has just issued a Decision approving the coal price framework and electricity generation price framework in 2023. Accordingly, the coal price is 1,808,000 VND/ton, the electricity generation price framework for coal-fired power plants is 0 - 1,559.70 VND/kWh and the electricity generation price range for hydropower plants is 0 - 1,110 VND/kWh (the above price framework does not include value added tax (VAT) and other related taxes and costs).

According to Decision No. 2503/QD-BCT dated September 28, 2023: The 2023 electricity generation price framework would apply to negotiations for the prices of Power Purchase Agreement (PPA) of power plants specified in Point a, Clause 2, Article 1 Circular No. 57/2014/TT-BCT dated December 19, 2014 of MOIT stipulating the method and sequence of building and promulgating the coal price framework and electricity generation price is prescribed as follows:

1/ The coal price (excluding VAT and transportation costs) is 1,808,000 VND/ton. Exchange rate 24,885 VND/USD.

2/ The electricity generation price framework for coal-fired power plants is 0 - 1,559.70 VND/kWh (excluding VAT). Among this, the ceiling price level of the electricity generation price framework applied to coal-fired power plants (excluding VAT) is determined to be a maximum price of 1,559.70 VND/kWh.

The parameters used to calculate the ceiling price level of the electricity generation price framework applied to coal-fired power plants in 2023 include: Net capacity is 2x600 MW, net heat consumption rate at 85% load is 2,411.39 kcal/ kWh and coal heating value (HHV) is 5,280kcal/kg.

3/ The electricity generation price framework for the hydropower plants is 0 - 1,110 VND/kWh (excluding water resource tax, forest environmental service fee, water resource exploitation right fee and VAT).

Based on the above electricity generation price framework, EVN and the electricity generation units negotiate PPA on the basis of compliance with legal regulations on MOIT methods of determining the generation prices and managing construction investment costs in accordance with legal regulations on construction.
