Adjusting Circular 03 on competitive power generation market

According to the Circular, the entities operating the power system and power market are responsible for determining the demand of auxiliary services for the coming year as regulated in the Transmission Power System Regulations issued by the MoIT and selecting the power plants for providing auxiliary services.

The Circular regulates, all the information on power market operation plan must be published include: the calculated results for coming year operational plan, the input parameters for calculating operational plan of the annual market, the information on the operational plan of coming year power market should be published   only for directly related power generation units.

The mobilizing data include: daily load diagrams of the national power system and each region (North, Central and South); The prices of  bidding units, expected power generation in each transaction cycle of power plants for coming day are regulated at Clause 2, Article 41; Clause 7, Article 43 and Point b, Clause 2, Article 44, and export and import power generations are regulated at Article 62 and 63 of the Circular. Capacity of units of power plants providing auxiliary services, demand for spinning reserve capacity and frequency regulation, maintenance and repair schedules of power transmission grid and  units of power plants should be approved by the power system and power market operational entity. Testing schedules of power generators, diagrams of mobilizing capacity  of power plants suspended to participate in power market are regulated at Clause 3, Article 8 of the Circular. Short term assessment results on power system security are carried out in accordance with the Power Transmission System Regulations issued by MoIT. Update information on availability of transmission  grids and generators are provided by SCADA system or Transmission companies and power plant.

This Circular has come into force since November 18, 2014 instead of the Circular No 03/2013/TT-BCT issued by MoIT on February 08, 2013.
