Accelerating the development of smart power grid

 - Ensuring the progress of the smart power grid development project is an important factor to reduce power transmission, distribution costs and other costs to develop power sources. This objective was also stated in Prime Ministerial Decision 1670/2012/QD-TTg.

Developing a smart grid helps reduce costs to develop power sources.

To realize this target, the Vietnam Electricity Group (EVN) established the Supervisory Control and Data Acquisition (SCADA) system and remote metering systems at all power plants with a capacity of over 30MW and at over 110kV transformer stations last year. Most of the projects obtained very positive results, especially the remote metering systems.

For example, the Central Power Corporation (EVNCPC) deployed some projects such as the 110 kV power grid operation and monitoring system, the mini SCADA project, the data collecting and remote metering systems for big customers, production and installation of electronic meters, data collecting and remote metering equipment. Until now, EVNCPC has completed installation and data collection at 8,571 measuring stations, of those 7,740 spots are installed with three-phase electronic meters of different price lists. Although the number of measuring spots installed with data collection and remote metering systems only accounted for 0.24 percent of the total 3,075,681 power meters, they control 43 percent of the commercial power output of EVNCPC.

Through the collected data like operation parameter, warning indexes of the meters and additional charge graphs, EVNCPC has detected 47 unusual cases, including 33 violations in using electricity, helping to collect 1,658,104 kWh of electricity loss, equal to VND1.152 billion.

Meanwhile, the Southern Power Corporation (EVN SPC) also modernized its power system by replacing the old power meters with electronic meters and data collecting and remote metering systems. It is expected that in 2014, EVN SPC will complete remote reading systems for boundary meters (including 86 measuring spots).

From now to 2016, it will install specialized remote measuring systems for more than 29,400 customers). In the 2012-2016 period, it has planned to complete the construction of remote data collection and measuring systems for public major meters to reduce electricity losses; installation of remote measuring systems behind public meters, including 1,430,000 meters for customers in cities and towns and 704,000 meters for customers in rural areas.

According to its plan, by 2016 EVN SPC will complete the SCADA/EMS project for power regulation centers, complete electronic meter reading systems and connect power to every power plant and the 500kv, 220 kV and 110kV stations. It will also adopt applications to increase reliability, optimize operations of the network of distribution and transmission lines, reduce electricity losses, promote the effects of error detection systems and prevent widespread power blackouts to ensure safe transmission on the 500kV power systems.

Other solutions include installation of SCADA systems for some power distribution companies along with installations of hardware, software, telecommunication, automation and remote control systems for several selected 110 kV power station.
