 Vietnam’s energy sector is receiving special attention from foreign investors, especially leading global groups in this field.

As information from the Electricity of Vietnam (EVN), the Group has a lot of difficulties in arranging investment capitals for the power projects has a lot due to it’s foreign loan capitals have exceeded the threshold guaranteed by Government (accordingly to the current regulations).

Power outages are currently not an issue for foreign investors, reported the Ministry of Industry and Trade.

The State Bank has issued the Circular No 312/2018/TT-NHNN on introductions for managing the foreign exchange in the offshore petroleum investment.

The Government has just issued Decree No. 114/2021/ND-CP, dated December 16, 2021, on managing and using the official development assistance (ODA) capital and concessional loans of the foreign donors (replacing Decree 56). Government Decree 114 is an important legal basis for approving investment in O Mon 3 Thermal Power Plant, the key to solve congestion of the Block B - O Mon gas power project chain for soon starting this important gas power source.

Vietnam Oil and Gas Group (PVN) informed that In the first 9 months of the year, the Group has exploited the domestic and foreign oil output at a high level: Specifically, PVN achieved an oil exploitation output of 7.85 million tons, exceeding 14.1% of the 9-month plan, equal to 84.6% of the year plan.
