The Minister of Industry and Trade has just issued Circular No. 18/2020 / TT-BCT to regulate development and model power purchase agreement (PPA) for the solar power projects (Circular 18).
The Circular 18 stipulates and guides to implement the Decision No. 13/2020 / QD-TTg of Prime Minister at April 6, 2020 on mechanisms to encourage developing solar power projects in Vietnam (Decision 13).
The Circular 18 includes clauses stipulating development of grid-connected solar power projects as:
1 / The power purchase prices
2 / Contents of the project basic design documents and other contents.
3 / Area of land, water surface occupied by the project with a definite term.
And development of rooftop solar power systems as:
1 / Power purchase prices in the case that the power purchaser is Electricity of Vietnam (EVN) and in the case that the power purchaser is not EVN.
2 / Implementation sequence for rooftop solar power system.
3 / Exempting the electricity operation license and other contents.
Besides, the Ministry of Industry and Trade issues model PPAs applicable to grid-connected solar power projects and to rooftop solar power systems.
Circular 18 takes effect from August 31, 2020.
