The new regulations on the electric load adjustment

 - The Ministry of Industry and Trade (MOIT) has recently issued the Circulation No 23/2017/TT-BCT on the order of electric load adjustment which regulates that the dispatching centers are responsive to assess the need of electric load adjustment for the national and regional and local power systems.

The content and order of the electric load adjustment programs are as follows:

Firstly, analyzing and assessing electric load diagrams of power systems in preceding years (at least three years) as prescribed in Article 6 of this Circular. 

Secondly, Studying electric loads as prescribed in Article 7 of this Circular.

Thirdly, forecasting electric load demands as regulations for transmission and distribution power systems issued by MOIT.

Fourthly, analyzing and assessing current situation of the power systems, plans for investment in power plants and grids; and analyzing energy security as prescribed in Article 8 of this Circular.

Fifthly, defining the need to implement the electric load adjustment program.

The analysis and assessment of load diagrams in preceding years are carried out as follows:

1. Analyzing and assessing daily load curves (DLC) of power systems.

2. Analyzing and assessing the growth rate of the load of the power systems.

3. Defining the monthly and yearly load factors of power systems.

4. Assessing power load needed to be cut in electric load adjustment programs for improving load factors and decreasing pressure of the new investment in or upgrading the power systems.

The Circular is effective from January 2, 2018.
