The instructions on appraising and approving fire prevention and fighting design of SPPs - 

The Fire Prevention and Fighting and Rescue Police Department -  FPFRD  (Ministry of Public Security) has just issued a document on guiding the activities for appraising and approving designs on fire prevention and fighting  of the solar power projects and rooftop solar power systems.

The document stipulates a list of rooftop solar PV projects installed at the objects as export processing zone, industrial zone, institutes, universities, museums, airports… (see Appendix No 4 in Decree No 79/2014) belonged to the projects the fire prevention and fighting design of which must be appraised and approved by FPFRD.

The projects not belonged to this list their fire prevention and fighting design is not required to be appraised and approved, but must be guided and recommended to take measures to ensure safety on fire prevention and fighting.

According to FPFD, the thin film panels often contain more components with a higher flammability than crystalline panels, so people and businesses should better use crystalline panels.

As positions for equipment arrangement, FPFD recommends that the panels installed on the roof must be divided into groups, rows, with the size not exceeding 40x40 meters for each group, the distance between the two groups is not be less than 1.5 meters. In particular, do not place the panels within 3 meters around the exit to the roof through the stairs and do not install the panels on the roof made by the flammable materials, or the roof perfecting with flammable materials.
