EVN shared information with the investors of wind power projects

 - In the afternoon of January 13, in Hanoi, Electricity of Vietnam (EVN) organized a conference to exchange and share information with investors of wind power projects in Vietnam for to timely coordinating, and removing difficulties and obstacles in coming period.

Speaking at the opening ceremony of the conference, Mr. Tran Dinh Nhan, EVN General Director informed that in the development of solar power projects in recent years, although EVN regularly monitored, actively grasped information and worked early with the investors (from 2018), but in reality, there were still obstacles and inconsistencies between power source and grid development.

Although renewable energy (RE) projects are always prioritized for maximum generation, but from more than 4,500 megawatts of wind and solar power having been put into operation before June 30, 2019, there still 440 MW must reduce generation capacity due to limited transmission power grid. EVN is cooperating with relevant organizations to accelerate the power grid projects with an expectation to release this capacity at the third quarter of 2020 earlier than planned.

Also according to Mr. Tran Dinh Nhan, the FIT mechanism for the wind power  projects will come to end in November 2021. Therefore, to maximize the efficiency of wind power projects, EVN expects investors to make straight discussion and share for closely and synchronously coordination with EVN to solve difficulties and problems.

Speaking at the conference, investors highly appreciated efforts of EVN in implementing power grids for releasing capacities of RE projects in recent years, especially in the context of many difficulties with the project site clearance.

The investors also thanked EVN for organizing the conference in time for them to grasp the information.

An important issue today is that EVN must speed up progress of power transmission grid projects synchronously with wind power projects and ask Ministry of Industry and Trade (MOIT) to add the suitable wind power projects to the national power development planning (NPDP) to avoid overload situation of  power grids for releasing capacity of solar power projects as in recent period.

According to the report of EVN Electricity Market Board, beside 9 wind power projects that have been provided Commercial Operation Date Definition (COD), there  currently 31 projects (with total capacity of 1,645 MW) have the signed power purchase agreement (PPA) but no COD. Among which, for the projects with COD in 2020, the overload will be in Tra Vinh, Ninh Thuan and Binh Thuan areas, in other areas the releasing capacity will be good; for the projects with COD in 202, the overload only appear in Binh Thuan and Ninh Thuan, areas, in other areas situation will be normally.

Besides, currently there 59 projects with a total capacity of 2,700 MW have been added to NPDP until 2025 but have been not signed PPA. The calculation for releasing capacities of these projects shows that in Binh Thuan and Ninh Thuan will be overload, in Phu Yen will be a light overload, in Quang Tri area will be well ensured with a condition of putting into operation Lao Bao 220 kV transformer substation and Lao Bao – Dong Ha 220 kV transmission line, in other areas the releasing capacities will be well ensured.

Based on above analyses, EVN asks the   investors to actively negotiate on the project connection and sign PPAs with EVN to ensure the progress of the project since the term for applying FIT mechanism is no longer (to November 2021), especially for projects in areas with a good releasing capacity; coordinate with EVN to carry out tests and to get the CODs.

The investors of wind power projects also have opportunity to improve the quality of announcement and forecast of project capacity, strictly compliance with regulations / operating requirements ...

For projects that are waiting for supplementing to PDP, EVN also asks MOIT to give priority to considering and supplementing to PDP projects with ensuring capacity release.

“The investors need to coordinate closely and regularly provide information to EVN about the project implementation situation. On its side, EVN will also publicize information on construction investment. The two sides need to coordinate synchronously and smoothly" Mr. Tran Dinh Nhan emphasized.
