Establishing the National Biomass Energy Development Planning Project

On August 31, 2015 MoIT issued Circular 29/2015/TT-BCT to regulate the content, order and procedure for setting up, appraising and approving the Biomass Energy Development and Use Planning Projects at national and provincial levels.
This Circular is applied for organizations and individuals related to establishing, appraising and approving the Biomass Energy Development and Use Planning Projects in Vietnam.
The main contents of the National Biomass Energy Development and Use Planning Project include:
1. Overview on the situation of biomass energy development and use in the world as: exploitation, supply and use, applied technologies, development trends; development supporting policies and measures; and in Vietnam as: development status and current studies on biomass energy potential.
2. Natural and socio - economic characteristics of Vietnam: current status and development orientation, power system current status and development planning, defining theoretical, technical and commercial potential, and exploiting possibility of biomass energy sources by development scenarios.
3. List of regions and provinces with the theoretical, technical and commercial potential of biomass energy and projects for connecting the biomass energy to the National Power System; Technical, economic and financial standards for the biomass power development; strategic environmental impact assessment in developing biomass power projects; solutions, policies and mechanisms.
On the basis of the budget plan for establishing the national biomass energy development and use planning projects, General Department of Energy will establish a draft of the fundamentals in detail, funding estimate and project development plan to submit MoIT for approval
General Department of Energy, in accordance with current regulations will select a qualified consultant company for establishing the National Biomass Energy Development and Use Planning Project based on the approved draft of the fundamentals and funding estimate, and submit it to MoIT for approval.
