Binh Thuan province proposes to put Song Binh 6 SPP into the NPDP - 

Binh Thuan provincial people’s committee (PPC) just had a paper for proposing the Ministry of Industry and Trade (MoIT) to put Song Binh 6 solar power project into the National power development planning. Song Binh 6 solar power project invested by Thong Thuan Milk JSC and Hung Binh Energy JSC.

The project with a capacity of 250 MWp, annual average generation of 379 GWh and a total investment of VND 5612.7 billion, developed on an area of 295ha in Song Binh commune, Bac Binh district, Binh Thuan province expects to be put into operation by 2019.

Song Binh 6 Solar Power Project is an IPP project not included in the list of power plants in the National Power Development Planning for 2011-2020 period with a vision to 2030 (issued together with the Decision No. 428 / QD-TTg dated March 18, 2016 of the Prime Minister) and Binh Thuan provincial power development planning for 2011-2015 period, with a vision to 2020 approved by the MoIT in Decision No.3566/QD-BCT dated 22/6/2012).

It is no need for Thong Thuan Milk JSC and Hung Binh Energy JSC to carry out land procedures for the energy project land, because that Song Binh 6 solar power project will be developed on the land area under project for short-term tree planting and milk cow, high-tech beef cow breeding which has been provided by the Binh Thuan PPC under the Decision No. 427/QD-UBND dated 05 / 02/2016, No. 860/QD-UBND dated 03/4/2017 for Thong Thuan Milk Joint Stock Company.

Regarding mineral planning, the whole area of the project is outside the planning area for exploration, exploitation, processing and utilization of titanium ore in the period up to 2020, with a vision to 2030 (already approved by the Prime Minister in Decision No. 1546/QD-TTg dated 03/9/2013), and located outside the titanium reserve as well.

According to calculation in project on Binh Thuan solar power development planning, the total capacity of solar power potential in this province is estimated 5,321.5 MWp, with an expected schedule to put into operation 828 MW and 1,270 GWh per year to 2020; 2,642 MW and 4,055 GWh per year to 2025; and 4,520 MW and 6,936 GWh per year to 2030.
