Expansion of Hoa Binh hydropower plant will be started in the fourth quarter of 2020

 - On May 18, in Hoa Binh city, the State Capital Management Committee at Enterprise and Electricity of Vietnam (EVN) had a meeting with Hoa Binh Provincial People's Committee to discuss the matters about expanding Hoa Binh Hydropower Plant (HPP).

At the meeting, Mr. Duong Quang Thanh - Chairman of EVN's Member Council informed that the technical design of the expansion of Hoa Binh HPP is appraising by Ministry of Industry and Trade and the project expects to be started in the fourth quarter of 2020 and put into operation by 2024.

Hoa Binh HPP expansion will take a land area of 90.78 ha including permanent area of 51.15 ha for the main project that causes 51 households, 10 organizations with 12 projects to move and temporary area of 39.63 ha for the project construction that causes 92 households, 04 organizations with 04 projects to move.

The State Capital Management Committee at the Enterprise and Electricity of Vietnam Group work with the Hoa Binh PPC on matters about expanding Hoa Binh HPP.

At the meeting, Mr. Bui Van Tinh, the Secretary of the Hoa Binh Provincial Party Committee said that Hoa Binh province will set up a Steering Committee headed by a PPC Deputy Chairman for the project site clearance compensation. The Steering Committee will also involve the representatives of EVN and the Power Project Management Unit I.

Besides, Hoa Binh PPC will direct to urgently to resolve difficulties in site clearance and arranging resettlement for households in accordance with the regulations of the law

"The local responsibility is site clearance to hand land over to EVN for the project implementation, so the province is trying to start up the project in progress schedule" - Secretary of Hoa Binh Provincial Party Committee emphasized.

Previously, a mission of the Advisory Council for assessing the safety of dams and reservoirs on Song Da hydropower cascade, including the experts of the Advisory Council and independent experts  conducted field inspection on the line of the expansion project of Hoa Binh HPP.

The mission checked the construction site of the existing Hoa Binh Hydroelectric Plant, Dam, field of water intake area and listened to the consultant presenting the feasibility and effectiveness when implementing the project. .

During the field inspection, the representatives of EVN, Power Project Management Unit 1, Power Engineering Consultancy Joint Stock Company I (PECC I) clarified a number of technical and safe matters in constructing project according to at the requirements of Council members.

Mr. Pham Nguyen Hung – PECC I Chairman and General Director presents the expansion project of Hoa Binh HPP.

According to EVN Deputy General Director - Mr. Pham Hong Phuong: EVN started to research this project for 10 years and to make feasibility study report for 5 years ago. All factors on technique, safety and environment of the project... were calculated and at least EVN has selected the most optimal scenario.

The addition of Hoa Binh HPP by expanded capacity of 480 MW will increase capacity for the peak load covering and so participate in improving operation regime of the national power system, and increase reactive capacity for compensation when the power system requires.
